California requires youth football leagues to allow soft helmet covers, a step short of the tackle ban Newsom stopped

Developing Confirmed

SACRAMENTO, Calif., Sept. 28, 2026 — Youth tackle football leagues in California must let players wear soft-shell helmet covers under AB 708, which Gov. Gavin Newsom signed Monday. Courts can order leagues that refuse to comply.

The bill's author, Assemblymember Avelino Valencia, a former San Jose State tight end, voted in 2024 for a proposed ban on tackle football for preteens. Newsom moved to stop that bill, saying parents should decide which sports suit their children. Valencia told CalMatters he saw the covers as the next best thing.

Legislative analyses cite Virginia Tech lab research finding the covers reduce impact force about 5% and make concussions about 25% less likely. The NFL requires them in parts of its season. Evidence from real games involving young players remains limited. The Concussion Legacy Foundation supported the bill while saying it would prefer a youth tackle ban. No group formally opposed it.

Some leagues had banned the covers for a technical reason. The national helmet standards body, NOCSAE, says adding a product to a certified helmet creates an untested model whose certification can be voided. In July, it said it is working on a way to certify a helmet and a specific add-on together.

The next questions are how leagues square the new law with certification rules, and whether injuries among young players change.

The wall: The bill's final text and effective date are not confirmed, and no California league injury data has been reported.
