IOM: shelter supplies reaching Gaza will fall short as winter rains begin

Developing Reported

Oct. 17, 2026 — Around two million people in Gaza still need shelter assistance as winter rains begin, the International Organization for Migration said, UN News reported. "We know that the rains have already begun and that the volume of goods that we have to get into Gaza is not going to meet the demands of the population," said Karl Baker, IOM's regional crisis coordinator for Gaza. Tents there typically last about six months, he said, and most durable shelter materials IOM would normally use fall under Israel's dual-use restrictions, which date back to 2008.

The wall: Israeli authorities' account of the dual-use restrictions was not included.
