Haiti's gangs are adapting to security operations, UN tells Security Council, as elections stay on hold
Oct. 20, 2026 — Armed groups in Haiti are adapting to intensified security operations, increasing reprisals against civilians and spreading violence into rural areas, the UN told the Security Council on Oct. 19, UN News reported. Between July and early October, 1,123 Haitians were killed and 440 injured in gang-related violence, the UN said. Presidential and legislative elections planned for Dec. 13 have been postponed indefinitely. "Setting new dates for elections without a realistic assessment of their feasibility will only erode public confidence," said Carlos Ruiz Massieu, the UN's top official in Haiti.
