Oct. 25, 2026 — This updates our Oct. 23 report. Electricity had been fully restored to the U.S. Virgin Islands' St. Thomas–St. John District by the evening of Oct. 24 after several days of widespread outages, Gov. Albert Bryan Jr.'s office said. The Water and Power Authority worked to return Unit 27 at the Randolph Harley Power Plant to full capacity, with replacement parts expedited from Missouri and Texas. The unavailability of Units 15, 23 and 27 over the past year left the utility with limited backup capacity, the office said.
