Flood watch covers Permian Basin and Big Bend from Oct. 29; four of its counties are on the July storms' tax-relief list

Developing Confirmed

Oct. 28, 2026 — The National Weather Service has issued a flood watch for the Permian Basin, the Lower Trans-Pecos and the Big Bend region from Thursday morning, Oct. 29, through Friday afternoon. "Flooding caused by excessive rainfall is possible," the Weather Service's Midland/Odessa office said. The watch covers 19 Texas counties and part of southeastern New Mexico.

Gov. Greg Abbott activated state emergency response resources, including swiftwater rescue squads and helicopters, ahead of the rain, his office said, citing the remnants of Tropical Cyclone Vance and Gulf moisture.

Four of the watch counties, Brewster, Mitchell, Pecos and Terrell, are among 62 counties where the IRS has postponed federal tax deadlines to Feb. 1, 2027, after severe storms and flooding in July, the governor's office announced the same day.

The Weather Prediction Center rates the risk of excessive rainfall on Oct. 29 as "Slight" across portions of West and Central Texas. That area also takes in Val Verde, Edwards, Kinney and Sutton counties, among the 62, which had no flood watch as of 5:46 p.m. Central time Oct. 28.

The wall: Watches can be added or changed; this reflects the read at 5:46 p.m. Central Oct. 28. Hill Country counties, including Kerr, had no watch at that read. That counties appear on both lists is a matter of record, not a cause.

Tier: Confirmed (based on the National Weather Service's flood watch and the Weather Prediction Center's Day 2 outlook (both read 5:46 p.m. Central Oct. 28) and two releases from the governor's office)
