San Diego

County says it clears only the drains it owns; property owners handle their own

Developing Confirmed

Nov. 3, 2026 — San Diego County Public Works keeps the channels and drains in its public right-of-way clear during storms but maintains only the infrastructure it owns, the County said. Freeways and state highways are Caltrans', roads in incorporated cities are outside the County's system, and private roads and drainage are the owners' responsibility. Property owners can check the County's Survey Records System for public or private drainage facilities on their land. The County lists its own roads online and takes after-hours reports at (858) 565-5262.

The wall: Which roads and drains the County maintains is not listed here.

Tier: Confirmed (based on the County's release)
