A sewage crisis at the U.S.–Mexico border is usually told as one story. On the map it is several: a river and a shoreline discharge at the border, a bay to the north with its own industrial legacy, and a city across the line that grew more than three times past the system built for it. The report sets the history, the measurements and the open questions side by side.
