Virgin Islands governor signs 15 bills and vetoes a shift of WAPA fuel-tax money to hospitals

Developing Confirmed

Oct. 8, 2026 — Gov. Albert Bryan Jr. signed 15 bills from the 36th Legislature's Sept. 25 session, including $2.5 million for behavioral health services, $1.8 million for the St. Thomas abattoir and $500,000 for road repairs on St. John, his office said. He vetoed Bill No. 36-0391, which would have redirected part of the fuel-tax revenue that supports the Water and Power Authority to offset hospitals' utility costs. He said it could weaken WAPA's finances and burden ratepayers, and that the credits would cover less than half of the hospitals' yearly energy costs.
